Construction Manager

ABOUT THE POSITION

The Construction Manager will play a key role in Taiwan's large scale solar project and upcoming construction activities. Relative to this, the function shall ensure that Vena Energy's Health, Safety, Security and Environment standards and protocols are followed across all construction stages. Likewise, the role shall ensure that all project construction milestones are achieved within set timeline and budget.

KEY RESPONSIBILITIES

  • Ensure that projects are delivered based on identified quality, time and cost parameters;
  • Oversee and direct construction projects from establishment of team, construction supervision, quality control of construction works, contract management, and interfacing with contractors & various stakeholders;
  • Establishment and implementation of in-house systems for procurement, project management and monitoring, and quality control;
  • Oversight of contractor procurement, including preparation of PQ, RFP and Tender documents, evaluation of tenders, and providing tender recommendations;
  • Implementation of work performance planning, scheduling and reporting techniques aligned with company policies;
  • Responsible for project monitoring and reporting;
  • Develop and train construction personnel and assign appropriate site staff;
  • Supervise and coordinate the work of contractors on site with respect to safety, quality of work, and adherence to applicable codes, standards, and design documents;
  • Ensure that Health, Safety, Security and Environment (HSSE) policies programs are implemented and adhered to at all times;
  • Prepare various technical reports, including ANAPLAN, Insurance claims, recordable HSSE incidents, letters of notification to subs, supplier and government officials related to project on site activities;
  • May be assigned & transferred to one or multiple Vena Energy Taiwan VSLL projects;
  • Work closely with the procurement, engineering, and HSSE teams to ensure all quotes, scope of work, WBS, and division of responsibilities for subcontracting works and supplies are in line with specification, budgets, and project timeline;
  • Assist PMO/Project Managers with weekly reporting including ANAPLAN, and reportable manhours, and HSSE KPI’s to ensure project and company goals are achieved;
  • Assist in the selection of suitable subcontractors and suppliers for projects by participating in tender evaluation of pre-approvals of subcontractors, and suppliers;
  • Assist Engineering with design reviews for IFS, IFC, Shop Drawings and related project engineering deliverables;
  • Assist project management with details level 3 scheduling of works, and provide actual to budget analysis;
  • Supervise and lead daily and weekly on-site construction meeting, including HSSE related/actions meetings, in working with other Vena Energy CM’s and PCM 3rd party firms;
  • Defect Registers, and project punch-list and close out EPCM work to provide handover to VEOM of works; and
  • Payment resolutions, and distributes, raise both positive and negative VO’s on technical, or commercial construction related findings, and RFI’s.

EDUCATION

  • BS in technical disciplines/construction and project management

Experience

  • Electrical Construction works, with HV/MV and testing protocols for plant energization.
  • 4-6 years related experience
  • For foreign hires, need to have at least 15 years' work experience

SKILLS

  • Electrical Testing, LOTO knowledge
  • Design and engineering technical knowledge
  • Familiar with Taiwan Construction Management regulations
  • Proficient in Microsoft Excel and MS project skills
  • Strong communication and interpersonal skills
  • Exceptional team-building and leadership skills
